He graduated as a lawyer and specialist in government and finance from Universidad Externado de Colombia, with postgraduate studies in public management for social development at INAP (Spain). He completed advanced studies in constitutional law at the Universidad de Salamanca (Spain). This year he led the allocation of a US$255 million loan for Bogotá to begin securing resources for the construction of line 2 of the city’s subway.
